PANJIM: Even though Chief Minister Manohar Parrikar has publicly declared his intentions to regularise unauthorized houses leading many to raise eye-brows, the BJP-led government is no stranger to such activity since it has regularized nearly 87 illegal structures in last two years.
The State government between March 2012 and January 2014, received 140 applications for regularization of unauthorized structures in eight talukas and four planning and development authorities (PDAs). The applications were received by the Town and Country Planning Department (TCP).
Of the total 140 applications, 87 unauthorized structures have been granted permissions for regularizationunder Regulation 22 of the Goa Land Development and Building Construction Regulations, 2010. These projects basically include commercial and residential development projects, as informed by Parrikar, who is the minister for TCP, to Independent MLA Vijai Sardesai.
Chief minister in his Budget 2014-15 has proposed to settle the issues of unauthorized constructions of houses by regularizing houses constructed without due authority; on payment of fees, taxes, penalties and other charges.
“This measure is for such occupants who are either owners or co-owners or holding any other occupancy rights over the said house or is having an irrevocable NOC from the owner. This is however subject to the condition that the house exists before February 28, 2014 with conclusive documentary evidence issued by a Government department only. This measure will also be applicable for houses situated on Government lands,” the Budget document reads.
As per government’s rough estimates there are 30,000 to 40,000 illegal houses. As per the reply tabled on March 7, highest numbers of applications were received from Margao-37 with 14 projects been approved for regularization. It was followed by North Goa Planning and Development Authority (NGPDA)-22 of which 12 have been regularized and Mapusa-20 were all have been granted permission.
