Tribunal agrees to hear grievances of shack owners from Galgibaga after execution of its order

Faced with possible removal of their shacks near the turtle nesting
sites at Galgibaga, shack operators have informed the National Green
Tribunal (NGT), Western Zone bench at Pune that their shacks have been
erected as per permission of the Panchayat under the Panchayat Act.
The
NGT has also directed authorities to take proper care of turtle nesting
sites by placing guards, erecting wire fencing and installing CCTVs.
The
NGT had earlier directed the Goa Coastal Zone Management Authority
(GCZMA) to dismantle illegal shacks at Galgibaga beach, following a
petition by Poinguinkarancho Ekvott complaining about tourism
activities, including shacks, on Galgibaga beach in contravention of the
CRZ Notification, 2011.
In
its order dated December 24, the NGT comprising Justice V R Kingaonkar
(judicial member) and Dr Ajay Deshpande (expert member) noted that the
contesting respondents, who claim to have their shacks on the beaches,
“have alleged that their shacks are erected as per permission of the
Panchayat under the P’yat Act.”
“If
any illegal structure/shack is found in the area, having turtle nesting
zone...it shall be dismantled as early as possible... without waiting
for any further direction of this Tribunal... The shack owners may
thereafter ventilate any grievance before this Tribunal for restitution,
if so permissible. Execution of such survey and the direction shall be
done by the authority concerned, within a period of three weeks,” the
order reads.
