Will breakwater in Aguada bay protect casino boats? (ToI)

PANAJI: Could a pontoon breakwater at the Aguada bay be the reason for the government's confidence in moving the casino boats out of the river Mandovi in a few years?
Chief minister Manohar Parrikar has repeatedly stated that the casino boats will be moved out of the river before his current term ends in 2017. He has, however, never specified how. An earlier attempt by the Digambar Kamat government to move the casinos from the Mandovi river towards the open sea was opposed by the casino owners. They even challenged the decision in the high court. The reason is that the casino boats are not in a position to withstand the fury of the open sea especially during the monsoon.
