Another letter to the Editor of 11/10/10 that remains unpublished.
The demands for publishing the RP 2021 from some quarters, which in the same breath also speak about amendments to the TCP Act to provide for participatory planning, sounds rather ridiculous. One cannot see any statutory difference between the scrapped RP2011 and the present RP 2021. What is it in the RP 2021 process that is consistent with the 73rd and 74th constitutional amendment?
With the recent Goa Land Development and Building Construction Regulations, 2010 having been notified there is no difference between rural and urban. These building regulations are as good as enforcing PDA building regulations in villages. From 2007, after the scrapping of RP2011, all that has happened is the promotion of builder-architect interests in Goa's villages. What can one expect when architects and real estate developers themselves are on the planning committees of the government?
Those that are demanding the publishing of the RP2021 must first declare what exactly they mean by participatory planning and need to spell out the planning process to be followed. Till such time, all these noises will seem more about preserving the cause of Goa's troubles and keeping the public distracted with the effects. The RP 2021 in its present form will be the final nail in the coffin for goans and a victory for real estate.
