Concerns of urban homeless to be addressed -oHerald

State government constitutes committee to ensure implementation of scheme of shelters for the homeless

PANJIM: Goa Government has constituted an independent impartial committee under the chairmanship of the Chief Secretary IAS Dharmendra Sharma to address the issues of the urban homeless. The six member committee has to ensure effective implementation of ‘Scheme of Shelters for Urban Homeless’, a component of National Urban Livelihoods Mission (NULM) launched by the Ministry of Housing & Urban Affairs. The scheme aims at providing permanent shelter equipped with essential services to the urban homeless in a phased manner. 
Ministry had directed all the State Governments to constitute an independent impartial committee for monitoring the progress of the Scheme of Shelters for Urban Homeless as per the commitment made to the Supreme Court of India. As such, Goa constituted six members committee with Secretary Urban Development, Director, Institute of Public Assistance (Provedoria), Fr. Maverick Fernandes, Director, Caritas, Amit Narkar, Civil Society and The DMA/Mission Director- DAY-NULM as its members. 
“The Committee shall meet frequently to address the issues of the urban homeless and shall submit its report to the Government,” the notification issued by Director Urban Development IAS R Menaka, stated. The committee has to ensure the fulfillment of the scheme objectives which is to ensure availability and access of the urban homeless population to permanent shelters including the basic infrastructure facilities like water supply, sanitation, safety and security;
Cater to the needs of especially vulnerable segments of the urban homeless like the dependent children, aged, disabled, mentally ill and recovering gravely ill, by creating special sections within homeless shelters and provisioning special service linkages for them. Provide access to various entitlements, viz. social security pensions, PDS, ICDS, identity, financial inclusion, education, affordable housing etc. for homeless populations.
