GOA BOARD GOOF UP- HUMAN ERROR OR HUMAN CONSPIRACY?

The withdrawal of the mark sheets of H.S.S. due to a goof up in the addition of marks is to be expected by Goans. It is damn simple for a human error to take place these days ever since the NDA had assumed the reigns of this country. Even the PMO's office, Home departments and the CBI has suddenly started making blunders after the NDA got knocked out. Is it the corruption of the Congress that has afflicted India's premier institutions, or is it a larger conspiracy to embarass the UPA, the Chairman of the Goa Board Mervyn D'Souza and the Education Minister Babush Monserate? The jaundiced elements in Goa's Education Board cannot bear to see Mervyn D'souza as the Chairman and of course the larger political enemy that is an obstacle in their path is the Education Minister. Every move to bring in efficiency within the administration of Goa Board gets sabotaged by these elements to harass the Chairperson. The immediate response of BJP MLA Damu Naik demanding the sacking of the Education Minister on this issue speaks for itself. The campaign against Babush as Education minister stems more from the hate syndrome rather than from his qualifications to hold this ministerial position. Should Babush be blamed for the incompetence of the staff of Goa Board? Goans should not be surprised if ultimately the opposition goes for the head of the Chairman of the Board.

Besides this, the problem is of the absolute incompetence and lack of interest of the Board staff that seek to avoid work. Political appointees based on political party affiliations and religion, or jobs bought for a hefty price, is bound to breed incompetency in the administration. Human errors occur when the staff is incompetent and when their management is indecisive or helpless. Sources reveal that the marks of the internal assessment of Std XII were sent on CDs to the Goa Board by all schools way back in the month of December 2010. Interestingly the CDs were returned to the schools with a circular towards the end of March citing reasons that the format had been changed and that the schools must submit the marks in the new format. Where was the Board sleeping for 3 months? Such last minute reactions as the deadline is nearing has been a regular feature of the Goa Education Board. The staff know that ultimately no action will be taken for such a serious lapse as long as they enjoy the patronage of their political godfathers. It is in such an atmosphere that fringe elements thrive and take advantage to attain their long term objectives of eliminating those found to be a hindrance to their fascism.

The infiltration of fringe elements and mergerists in Goa's educational institutions is wreaking havoc. While Goans in the field of education world wide have carved a name for themselves, their own institutions back home are in a pathetic state. The state of the Goa University must be a cause for shame. It is not that there are no goans who are competent enough to bring this institution on the world map. The only problem is that they are in the wrong community to which some nationalists and patriots suffer from a terrible allergy. There is a vast difference in the quality of services at the gynaecology ward of the GMC at Ribandar prior to liberation and thereafter when the managing staff were Catholic nuns, and the atmosphere that prevails in Bambolim today. Even Women from the majority community will vouch for this. The talented pool of man power in this State gets marginalised based on their caste and religion. This is the nationalism and patriotism that we are witnessing today.
