'Honesty is incompatible with political survival'

PANAJI: Politicians need to be liberated of the dilemma between public good and political survival.
This observation was made by Dr Jayaprakash Narayan, who was delivering a lecture on 'Politicians - Villain or Victim?', as part of the good governance lecture series initiated by The International Centre Goa, Dona Paula, on Wednesday.
Narayan, a doctor who also served as a bureaucrat before becoming a politician, said politicians were the least guilty among the three classes of executive, bureaucracy and judiciary, while adding that "honesty is incoMpatible with political survival".
Considered as a political reformer, the founder and the president of Lok Satta party was of the view that "the judiciary is a big part of the problems" faced by the country as it is invulnerable to political vagaries and totally insulated from political interference. Narayan, who is also a MLA in the Andhra Pradesh legislative assembly felt the "judiciary had subverted the constitution by (judges) appointing (their) own successors". "What they say is final," he lamented.
He said "the corruption (by judiciary) is as grotesque and gross" as it is in the executive.
Calling for a restructuring of government process, Narayan mooted a proportional electoral representation system with safeguards instead of the existing first past the post system, stating that proportional representation would allow space for rational policies and politics.
Bemoaning that the 73rd and 74th amendments, though well intentioned, were a farce as they had created over structured, under powered, inconsequential governments (panchayats and municipal councils), he stressed on the need to institutionalize effective local self governments.
Narayan also said there was a need to ensure a service delivery system of government services to citizens, and implement judicial reforms to curb the ills that plague the country.
He said that today's politics had been reduced to money power, freebies and division of society on basis of caste for vote bank politics.
