Red tag for infra projects - Herald

Nov.2, 2012 PANJIM: Various infrastructural projects including expansion of national highways, airports and pipeline carrying oil and gas in Goa has now been categorized as ‘red’ category industries forcing them to undergo stringent certification procedures. The three-star hotels with 100 and above room capacity are also classified within ‘red’ category industry, making it mandatory for them to have environment clearance from Goa State Pollution Control Board for operation. GSPCB had earlier categorized these hotels as ‘orange’. The hotels with less than 100 rooms are categorized as ‘Orange’ industry, now. The sand mining is yet another industry categorized in this section, while the iron ore mining industry continued to remain on the ‘red’ list. The Central Pollution Control Board (CPCB) has issued fresh directives under section 18 (i) (b) of the Water (Prevention and Control of pollution) Act 1974 regarding classification of industries into red/orange and green categories. The new classification will result in several non categorized industries by GSPCB being included in the red category. The infrastructure projects which hitherto missed the red category are included in the list. The new highway expansion project of the State government will now have to undergo stringent certification wherein the project will have to be certified by the GSPCB. Speaking to HERALD, GSPCB chairman Jose Manuel Noronha said that the industries or the projects falling under the red category will have to seek ECs from the Board for being operational. These industries will have to install online stack emission, effluent and ambient air quality monitoring system at the site, he said. Various industrial estates, parks, complexes, areas, export processing zones, special economic zones, biotech parks and leather complex has been included in the red category.
