PANJIM:
As many as over 5000 small and micro enterprises have been granted
Consent to Operate under Air and Water Pollution Control Acts, by the
Goa State Pollution Control Board, in view of directions from the
National Green Tribunal issued in May 2013.
GSPCB
will place the compliance report before the NGT by February 15 which
also highlights a list of 800 units, including hospitals that have been
granted authorization for municipal solid waste (MSW) management,
e-waste management, bio-medical waste management and other waste
management and control Acts.
GSPCB
Chairman Jose Manuel Noronha said that 5086 units including,
industries, hotels and eateries have been granted Consent to Operate by
the Board, while there are 350-odd applications from beach shack
operators pending consents.
The
Consent to Operate under Air (prevention and control of pollution) Act
and Water (prevention and control of pollution) Act has been granted to
2,343 industries, 2,624 hotels and another 120 eateries and small units.
Also authorizations under various waste management Acts have been
granted to hospitals and municipalities.
NGT
in its May 8, 2013 order directed pollution control boards across the
country to close down all units, including hotels and shacks functioning
without the Consent to Operate under the Air and Water Acts. NGT in the
Wassan Singh v Punjab case directed the Central Pollution Control Board
(CPCB) and MoEF to take action against units operating without
obtaining proper consent to operate.
“We
had received direction from MoEF in June 2013, following which, show
cause notices were issued to all the identified units. Several units
have also been closed down for violations,” Noronha said.
NGT
had declared operation of all small and micro enterprise units without
Consent to Operate from the pollution board as “illegal”.
