CCP mayor asks commissioner to place facts before counsel (NT)

PANAJI: The Corporation of the City of Panaji (CCP) mayor, through a letter to the commissioner Sanjit Rodrigues, has directed the latter to place facts before the CCP counsel advocate Ashwin Bhobe in order to put up an appropriate defence with regard to a writ petition filed before high court over concretisation of road from Miramar circle to NIO circle.
It may be noted here that the decisions on matters such as concretisation of city roads are a policy decision which only the corporation is empowered to 
take.
Clearing his stand over NOC, mayor Surendra Furtado said that commissioner himself had issued a no objection certificate for concretisation of the road from Miramar circle to NIO circle since the matter was never placed either before the standing committee or at CCP meeting.  
In the letter forwarded to the CCP commissioner, mayor stated that the commissioner is merely an executive officer of the corporation and cannot substitute for the corporation and its elected members for decision making and policy making matters for development of the city.
He further noted that since the model code of conduct for Lok Sabha elections is in force in the state, the corporation under any circumstances could not have had violated the same.
