State to move Centre post elections over music ban rules
TNN | Mar 8, 2014, 02.04 AM ISTPANAJI: Once the government in Delhi changes, the state government will approach the Centre asking for more relaxation to play loud music beyond the present time limits, chief minister Manohar Parrikar reluctantly told the Goa legislative assembly on Friday.
Parrikar's assurance followed a private members' resolution asking the government to "take necessary steps to amend the present provisions of the act against noise pollution in order to permit playing of amplified music for weddings of all communities till 12 midnight." The resolution was moved by Fatorda independent MLA Vijai Sardesai.
Earlier, environment minister Alina Saldanha had clarified that the "noise pollution regulation and control rules 2000" governing playing of amplified music during late hours were a result of Supreme Court judgements. She said the rules were made by the central government and therefore, the state government could not amend them.
Saldanha said that though presently, loud music was banned from 10pm to 6am, the rules did allow playing of loud music till 12 midnight for 15 cultural and religious occasions in a calendar year.
Parrikar defended Saldanha saying the rules were made considering the plight of students, elderly people, patients and others who were inconvenienced by loud music late in the night.
Parrikar said two ways of getting over the problem are lowering the music volume to tolerable levels or to use remote sensing earphones so that music could only be heard by the dancers. Following the assurances, the resolution was withdrawn.
