Corruption?

Should we citizens congratulate the Parrikar government for its indiscriminate and benevolent hand-outs of cash awards that go under the cover of schemes? In the last 3 months Goa has seen the launching of 2 schemes for women, Ladli Laxmi scheme and the latest Griha Aadhar scheme. Is this a new form of bribing vote banks at public cost? Interestingly, women and child welfare is the function of the Zilla and Village Panchayats. While the BPL beneficiaries have to be approved by the Gram Sabhas, why are the Goa Government schemes decided by the Women and Child Welfare department? Is this not a type of corruption by which transparency and accountability is avoided? (letter to Editor, Herald, Oct 4, 2012)
